- Competency based training at all levels
- New orientation for all Nigerians-Attitudes work habits and community support
- Innovation and research centers across the country

- Re-construct the benefits of wealth from key National Assets
- Re-engineering of all work processes across all agencies
- Judicial and prison reform
9. ENVIRONMENT AND LIVING CONDITIONS
